  1. The Hannibal City Council wants to change Davis’ job description. The new description would lower the requirements for police chief to 3 yrs. as sergeant. Currently the requirements are 3 yrs. as lieutenant. This would give Davis a pay raise for longevity and insure that the next chief could have lower qualifications than Davis. This is in line with the city’s practice of lowering the requirements for a job while raising the pay.
  2. Patrols by Hannibal Police Department are confined to the tourist area, commercial strips, and upper income neighborhoods. In a recent ‘Press Conference’, Davis referred to Heroin as being a ‘community problem’. HPD has the worst record of any police department in NE Missouri. It’s a leadership problem, not a community problem. Davis needs to go.

Chief Lyndell Davis is a master at press conferences. Unfortunately crime in Hannibal is rampant. Davis is paid $78,296 per yr. 1 Most Missouri cities require an advance college degree. Improve Hannibal’s statistics or be terminated. 2 Davis and wife HPD Lt. Cathy Davis live outside Hannibal city limits and have a combined city income of approx. $140,000+ yr.
